NOTE 1: From the following four licenses, it appears that each site has its own separate frequency with a single base, fixed repeater, and 200 mobiles. Based on cost factor and schools being notoriously underfunded and understaffed, it is possible there are 200 radios in total between all sites, which are programmed for all sites/tones to allow teachers and staff to go between sites as needed and simply switch channels.
